Interchange System

Safe, Structured Mobility Across Villages of HOPE

Safety, Mobility, and Continuity of Care

The Interchange System is a structured, resident‑centered mobility network that allows individuals to transfer between Villages of HOPE when safety, stability, or opportunity requires relocation.

This system is essential for residents facing domestic violence, stalking, trafficking, retaliation, or other threats — and for those who need a fresh start in a new region.

Instead of being “stuck” at a single site, residents remain connected to the Village of HOPE network, with the ability to relocate while maintaining continuity of care.

How the Interchange System Works

The Interchange System follows a structured, safety‑first process that ensures residents can move between sites while maintaining support and program continuity.

  1. Need Identified: A resident or staff member identifies a safety or relocation need.
  2. Receiving Site Confirmed: Another Village of HOPE confirms availability and suitability.
  3. Secure Case Transfer: Essential case information is transferred confidentially.
  4. Resident Relocates: The resident moves to the new site as a continuing participant.
  5. Continuity of Care: Services continue with minimal disruption.

Transfers can occur within the same county, across counties, or — with partner agreements — across state lines.

Safety and Confidentiality

The Interchange System is built around safety, confidentiality, and trauma‑informed care.

  • Location Confidentiality: Sensitive site details are never shared publicly.
  • Minimal Information Sharing: Only essential case data is transferred.
  • No Public Records: Transfers are handled internally.
  • Safety‑First Decisions: Staff prioritize resident protection above all else.

A Network, Not Just Individual Sites

The Interchange System transforms Villages of HOPE into a connected network supported by:

  • Cities and counties operating aligned sites
  • Faith‑based organizations hosting village models
  • Nonprofits managing local implementations
  • Regional coalitions focused on housing and safety

With shared standards and agreements, the Interchange System supports safe, coordinated mobility across jurisdictions.
